CELERITAS EVO – Average Speed detection

CELERITAS EVO is an exclusive digital system which controls that the maximum speed limits are respected and which detects in automatic modality the average speed of a vehicle in a road of a given length.

This device allows not only to detect speed violations, but also to acquire the images concerning the vehicles’ violation and to check the associated data by the use of digital images of the vehicle in violation. Such images, which are processed through appropriate image processing systems, guarantee the assessment reliability, and permit the eventual subsequent infraction control with the vehicle’s owner.

CELERITAS: a “Fair” System

CELERITAS answers to the following prerogatives in an excellent way:

  • the public authority can obtain the respect of the highway code’s prescriptions;
  • citizens will easily accept the system;
  • the system’s automation guarantees the maximum of mobility;
  • the citizen’s privacy is totally respected;
  • the system offers such a complete guarantee of reliability that it excludes wrong notifications.

As a matter of fact, the system functions even as a deterrent for the vehicle’s speed. This happens not only in correspondence to a specific observation point of the vehicles in transit, but also to a whole part of the road, which is considered of evidence, such as for example that crossed by pedestrian crossings. Another advantage of the system is that it works automatically 24 hours a day without the presence of policemen. Furthermore, Celeritas respects the rules about privacy, since only the images concerning suspected violations are sent to the central server, and in that case the “sensitive data” are dealt with only by authorised staff (agents of the police). It is essential to underline that this system is so reliable that it excludes undue violations.

The other strength of the CELERITAS EVO System is that it is easily accepted by the citizens, because it is perceived as a “right” and safer device for the speed control, while the other devices are often considered as a sort of “trap” laid by the police.

What makes CELERITAS EVO a “Fair” system is the fact that the speed detection is obtained equally for all the vehicles, and not only for those who ignore where the punctual velocity system is placed. For this reason, the speed limit can occasionally be surpassed (for ex., during an overtaking), provided that the average speed in a prefixed part of the road is in comply with the speed limits.

Besides, what makes CELERITAS EVO safer if compared to the other systems is that it guarantees the respect of the speed limit throughout the prefixed part of the road, and not only in small segments. This prevents the dangerous behaviour of abrupt slowdowns in the proximity of the controlling device, followed by fast speedups, even beyond the speed limit).

System components

For each monitored road part, the system CELERITAS EVO is composed by a pair of peripheral monitoring stations, which detect the infractions, and a central management server, which carries out the assessment procedures. The communication between server and peripheral stations, and between server operator position is developed through coded channels.

Management of the peripheral station

A single peripheral station is composed by:

  1. Sensors of video acquirement “Vista EnVES06” in the suitable number to monitor all the interested lanes;
  2. Processor of type EnVES12 or EnCZ4b
  3. LAser sensor CMP3 for instant speed detection and vehicle classification

The “Vista EnVES06” sensor is constituted by a highly sensitivity full HD camera ad 60 fps, and by an IR (infrared) integrated illuminator. The apparatus is characterized by an IP65 degree of protection according to the norms EN 60529.

The system can fully operate even without the expensive and large support structures (portals).

Moreover, the system can communicate data and images concerning transit violations through any of the IP nets, both wired (via optical fiber, UTP cable or others) than wireless (cellular channel included).

Vehicle transit survey takes place directly through the elaboration of images and, when it is necessary to classify the different vehicles in transit, which have different speed limits, special passive magnetic probes are employed. These probes are installed through a simple core sampling 60 cm under the level of the road, and they do not require maintenance work but they turn out to be perfectly efficient also after operations of re-asphalting.

The system uses an exclusive technology which is INTERNATIONALLY  PATENTED and which detects a number of infractions so high that it does not have a comparison with the other speed control systems.To reach this objective, the system CELERITAS EVO has undergone nearly a year of experimental tests, carried out by an accurate survey of the Department of Information Technology Engineering of the University of Siena.  This survey has assessed that more than 30% of all the vehicles in transit were exceeding the speed limit and the rate error in the connection, was in the worst case of only 0.28%, in which case, however, the system EXCLUDES the detection of an undue sanction.

The server receives data and images concerning the checked infractions from a lot of peripheral survey stations. The operators have access to a safe communication channel to verify  and check all the infractions with respect to all legal terms.

Thanks to its “dimensionability”, the server can check peripheral survey stations on communal, provincial, regional or national scale.

Ministerial approval

The system CELERITAS has been approved by the Italian Ministry of Transport with decree 4018 del of June 21st 2017.
